Define recovery decisions before an outage tests them

A recovery plan works only when teams know what must be restored first, how quickly the organization can tolerate an outage, how much data loss is acceptable, and who is responsible for each decision.

Document recovery-time and recovery-point objectives, emergency contacts, dependencies, alternate communication paths, and a regular test schedule. Review the plan before an incident, not during one.
